Fixed outcomes also mean you can tell exactly when things are about to go south, and then you spend 20 minutes staring at the screen pondering whether you sacrifice that highly experienced pilot's life or 2000 civilians (which are basically your HP) because you sure as hell can't figure out how to save both...
