It's got a lot of issues. Ignores block, very fast movement, i-frames, high damage, breaks most hyper armored attacks, very safe to use. If it had some drawback, like it did low poise damage or it didn't have i-frames, it could be balanced. But with all of those features combined, this AoW is too overtned
