Sony allowed the sale of this game to regions that cannot create a PSN account and then retroactively required a PSN account to play. This game is great, but this behavior is unacceptable.

After dropping the PSN requirements, Sony continued to restrict region access and even added new regions to the restricted list. This proves that they have no intention of dropping the PSN requirement, only delaying it.
