Update: Instead of Steamwatch, use 'Steam Download Manager'. Steamwatch lets packets slip through as it only kills connections every 4 seconds, yet SDM amends the Windows firewall to only allow connections to certain servers.

If any NZers are reading this that are on TelstraClear - they're setting up a steam content server that's unmetered. Currently, the IP is 203.167.129.4. Use Steamwatch to only whitelist the above IP, and you should be golden! Finally, my backlog of games can be played!
