Yes.

This a true successor to frostpunk 1. Yes it has gone a slightly different way with how districts work, but it is heavily overshadowed by the ongoing strife in your city. Seeing your actions and consequences play out over the course of the entire story was really for the lack of a better word "neat".
I havent tried the endless mode yet but ill probably busy replaying the story going and supporting different factions. It gives a very high replay value leading to you building a completely different kind of city from one playthru to the next with their own caveats!

Dlc is good. None of the bosses seemed "unfair". They definitely doubled down on aggressive bosses and they are a challenge, but they are very doable. Just explore and get stronger (wont spoil the dlc mechanic) ;D but you are rewarded for exploration.

What a game, recommended to even people who might not enjoy card games. Its a lot more than what it looks like. Best played blind with the experience getting better the less you know about the game
