Step 2: Edit launch field in Steam OSRS to ["path/to/runelite" %command%] for windows or ["path/to/runelite" && %command%] for linux, without the brackets aka [][][]
Step 3: Run game

Step 5: Occasionally remove launch command and run the game to acquire achievements on Steam.
