The sign is a subtle joke. The game is called "Half-Life", where Half and Life both end in the sound "-fe", thus rhyming with the name of the owner, Breen. The sign says that the shop was "Formerly G-Man's", implying that the two words beginning with "H" and "L" would have ended with "-man", rhyming with "G-Man". So, when G-Man owned the game, it would have been called "Haman-Liman".
