How much does a Administrator cost?
Administrating is generally free, but tips are greatly appreciated for the time and risk involved for the trade.
Administrators methods vary from Admin to Admin, but you should always take the extra time to ensure that you are not trading with an imposter.

Does the Middleman hold onto the money for a paypal transaction?
The Administrators does NOT hold onto any money at any time of the transaction unless it is a Moneygram transaction. Holding the money in a transaction puts the Administrators at risk of liability if the buyer chooses to reverse or dispute a payment, so this is not common practice, and definitely unsafe for the Administrators.



What is the middleman process?

Buyer, Seller and Administrators join a multi-user chat.
Buyer and Seller confirm the trade agreement with the Administrators.
Administrators verifies the Paypal emails of Buyer AND Seller as well as provides the outlines on the trade.
Buyer initiates the trade with Administrators from the multi-user chat window and gives the items.
Administrators verifies that he has received the items and informs the Seller to proceed with payment.
Seller confirms money has been received and confirms that Administrators may give items to Buyer.

Report the user that scammed you for violation as mentioned in the guide in number.
Create a steam support ticket. Hope that steam support takes pity on your plight.
