Command and Conquer 3: Tiberium wars and Kane's Wrath expansion is still to date the best action RTS that I've played. I started playing it since it's release in 2007/2008 and I still keep coming back to the game every couple of years. Its just that good, and there's nothing that has replaced this for me.
