"Must be a user error. I'm using a GTX650, 8GB RAM, and an AMD FX-4100 running 1920x1080 with settings maxed and my game runs smooth as butter."

Is this at 30 FPS or 60 FPS?

Because I got almost the same configuration, except an Intel i7 2600k yet I get crappy FPS, barely able to keep a stable 30.

Did you use some kind of tweaks?
Hell, my GPU is overclocked, and it is a plain GTX650, no Ti, no BOOST.
