You get a cooldown because the steam overlay crashes your cs2 and then won't let you restart with a stuck on downloading 0%. The game is so poorly built by developers that this is only worth it for ♥♥♥♥♥♥♥ cheaters. Crashes and other crap this game has been trashed since the launch of cs2.
