I may be a little slow but how can I start up this mod? With Admin commands?

It was submitted before the SDK issues, once the SDK is updated we will be able to have all the assets added again. Apologies.

Should i be able to play on of the maps and fly the Little Bird? Or won't it work at all due SDK problems?

The SDK used to make the mods is broken atm, once they push an update the mods should be fixed!
