A private citizens data should be private. A public entities data should be public. It seems intuitive, yet the inverse is the current state of things. All data in the realm of public interest, or that is the result of any amount of government funding, or is the contingency on governance for data handling should be easily accessible. If you are implying that my browser history, or PII, or biometric data falls unit hat category I think that’s an odd stance to take. The individual being held accountable to the governing body through transparency is a surveillance state. The governing body being held accountable to the individual through transparency is just common sense, ethical best practice, and your right as an “investor” (read: tax payer). Privacy for the individual and transparency/accountability for the governing body are not incompatible ideas at all. They are quite synergistic.

a right is a thing of legalism, which is a thing that restricts freedom further.
privacy is a matter of moral.
moral, i guess, is the thing that came from eating the forbidden fruit.
information is also not a real thing.

so freedom and privacy... the freer you are, the more privacy you have. they are kinda the same thing.

antiPLUR, i deleted my comment before reading yours, so... if you got inspired by it, i think you did not get what i was saying. there was not misunderstanding with you, but i did use some provocative words on purpose.
it was provoked by the vaguely addressed warning comment. it lost its value, so i deleted it.

on the other hand eu is not better than usa. there you have a misunderstanding, just read the texts(gdpr)
