If you use PSO2Tweaker, make sure you're running the latest version (or at least PSO2Tweaker ver 2.7.2.3), and choose "Configure PSO2Proxy Server Settings" from the "Other Tasks" menu under the orb. When prompted for a URL, paste in http://linode.cyberkitsune.net:8080/config.json and press OK. If it succeeds, simply enable item translations and enjoy!
