I love Europa Universalis 4. It is without a doubt one of my favourite games, However, I cannot currently recommend it.
While I very much enjoy the game there are a number of problems with it, most importantly the DLC, which i will be focusing on.

If you are interested in buying EU4, be prepared to shill more then just the $40 for the base game; what you buy for that price is effectively just a shell. There is about $100 worth of DLC if you want the full experience. $60 if you just want to be able to play the game as intended.

The Rights of Man DLC is basically mandatory, as it adds the development feature. Which makes the game almost unplayable without due to the changes that they have made.

I am glad they are still developing the game, it is a great game. But they have created such a steep buy-in price for new players i cannot recommend it. Wait for a decent sale price for the base game and the DLC.
