I would like to begin this review with a simple fact that may be true for a lot of us that have pre-ordered: We are committed to this series. As such, we may have a degree of bias on this new edition. Putting this aside, I would like to be fully honest in regard to the review environment here when stating my actual review:

Watching and waiting for a year, I have seen all the new features and graphics mentioned in the videos put out (rather conveniently mind you) and I do solidly believe that all of the feature-side of things were added. But to anyone who is accustomed to Cities Skylines ONE, may say this game is no finished (as do many reviews on this subject say). We have to take two things into account here: (1) CS1 has a much higher amount of content updates and additions and (2) I have yet to see any 'unfinished' feature added to the game.
Furthermore, to say a game is 'unfinished' when it is DAY ONE due to graphics issues, does not make sense to me given developers cannot test on every environment and PC configuration. This doesn't mean the game is unfinished but it is however, not functioning as intended and the developers know this (via their recent posting). In their recent post, it is stated their intent is to run a solid 30FPS given it is a city-building game after all.
I see very serious potential in where they are going here! Otherwise I would not have committed to the deluxe edition or even have played it as much as I have. As far as the quality of game goes, everything is as I expected and I look forward, VERY excitedly, to the future of CS2 and the updates to come!

In conclusion:
Would I recommend to experienced CS players:
100%, but expect some update timings!
Would I recommend to new players:
As with all series-oriented games, you would find a GOOD experience with CS1 for cheaper at the current moment and it
would help you to play the first before the second! Given this though, CS2 has both a difficulty unlike CS1 with it's
economic setup BUT has many QoL improvements over CS1 that makes it VERY beginner-friendly!

I realize this is a very long-worded review but I hope it proves my very stout love for this franchise as well as any city-building game.

Scuff, tuff, and good stuff. Simple.

Overall, the game was mind blowing! The way they integrated military, city building, and economic overlays all in one game was unheard of until now. Definitely 5 stars, 100/100 for me.
