This is the game that Sim City should have been.
It's a great simulation with enough built in variety to be pleasent unto itself, however it really starts to shine once the Steam Workshop content gets rolled in. What was a good game becomes a great game. There are plenty of mods for useful utilities, new buildings, visual upgrades.

The simulation itself is easy enough to get a handle of. There are plenty of diagnostic tools to help you asses your city and keep things afloat. The difficulty falls in that sweet spot of not to hard, not too easy.

The one minor quip with the game is that it seems to be heavily focused on traffic management. While there are plenty of options for working with it, at it's core having the infrastructure to support easy transport of goods and services is critical to the innards of this game. A lousy transit system and your whole city can fall apart.

I'd still rate this game 10/10 though.
