Nobody needs to "get good" to enjoy a (mp) game, thats why Matchmaking systems exists.
Matchmaking system, basis of which is already implemented, completly lacking any features to sort players out. Plus, ability to switch teams at the start of the match and later, completly brakes even the properly working system because of "team stacking" when every high level players join the team with more high level players.
NO. The problem is that there is no matchmaking balance, where people are sorted by level or time played. Plus unrestricted team switching, with high levels just switch to one team at the start of the match.
