For uploading PS4 screenshots... use the Share button on your PS4 controller while playing to save screenshots (and/or video; you can mess with the Share buttons behavior in your PS4's settings). Go to the PS4's system settings and look for "Storage Management", then "Capture Gallery", or something similar. Plug a flash drive into the PS4's USB port, highlight the screenshot you want to transfer, click the Options button on the PS4 controller and copy your screenshots to USB drive.

Move those screenshots to your PC, and follow this guide to get them on Steam:

Note: Steam only seems to like JPEG. PS4 gives you two options if you dig around, JPEG and PNG. PNG is better quality, but you'll have to convert to JPEG once you get them to your PC if you want to post on Steam.
