Without mods/custom content: meh.
With mods/custom content: very enjoyable, but also very hardware-heavy.

Not the best city-builder that could possibly exist, but still one of the best city-builders that do exist.

Of course, it all depends on what you want in a city builder, but C:SL seems to have a bit of everything, which means it can satisfy everyone *a bit*.
