I'm on global servers with 435k CP as a F2P with first purchase still on:

1) P2W will help with progress and the gacha system but there are enough events to get materials and scrolls as well.

2) There are enough F2P monsters to get through PVE and seasonal monster banners to get a 100% success at desired strong monsters for PVP.
