Where can I download GTA: VC – Project Reborn?

I strongly suspect T2 were the ones who took down the modpacks, which they had no right to do! They were collections of mods, NOT the complete game folders! So what was violated??? The motive is of course clear: "Project Reborn" f.k.a. "Project Definitive Edition" was seen as a major threat to their pathetic "Definitive Editions". Why buy their sorry efforts when you can make the classic games you already own look much, much better?
