They are the same. Some moves are less safe on block and due to the damage rework Bullet took a Bullet to the knee as damage and stagger pressure was the only thing she had working well for her. I believe she has a new move now. So little people play her because she gets slaughtered by many matchups and frankly it's stressful to stick with her. You can find her movelist on Dustloop under Centrel Fiction 2. However I doubt it was updated since less loved characters tend to get neglected on dustloop.

Answered your question on my review. I hope you understand that my standpoint is from high(but not like EVO high) level play and sometimes I say don't apply to lower level play. Feel free to ask me anythign else about my review.
