Interesting fun. Buy at a discounted price. The full price is a little absurd given that the main quest has a bug that will stop progress until you google for a solution. Would you buy a car at full MSRP if it had hail damage?

Combat/Cover Mechanics - Probably the weakest aspect of the game. Going cover-to-cover is pretty smooth and works as intended. The absurd design choice to include mouse acceleration while aiming was pretty silly. I guess they wanted to add a certain "feel" when you hack and operate cameras. If you played The Division 1/2, you'll notice how much better the gun mechanics are. I wish they had learned that lesson sooner.

Driving - I really enjoyed this more than I expected I would, and I think the various "hacking" you can do to the city infrastructure adds to the fun and hilarity when you're perusing your foes or trying to elude the police.

Story - It's not quite as absurd/cringe as other Ubisoft games, but you might not care all that much about the characters. Pearce is simply bland, so you have to create your own personality for him through your ingame actions, if that makes sense.

The open world is.. fine. Some of the activities are more fun than others. I would avoid trying to be a completionist because the rewards aren't all that worth it beyond a new vehicle or weapon which you can obtain at the first or second tier of progression.

Overall, I recommend it if you don't mind the predictability that comes with a Ubisoft product. It plays pretty well for a 2014 game aside from the questionable design choices cited above.
