My view is simple: "Modding" is short for "modifying" which refers to modifying or changing something within the game, usually in a context that isn't allowed. "Hacking" refers to breaking into game files or networks in with access is not authorized. However, in many cases, in order to "mod" a game file you aren't suppost to, you have to "hack" into it, so I use the words interchangeably.
