Upshot of it: it aims to be a true currency by its usability rather than some complex issue of decentralizing.
It takes $0 to be a part of the network, just download their app and start accruing coins (I will not say 'mining' because that is not what you are doing). I cannot see the future, I have no idea if it will become particularly valuable, but if it does, you'll kick yourself for not participating.
