Here's how I did it:

1. Go to the Steam Workshop via the button/link on the Shop page for Portal 2 (NOT in-game)
2. When you find a map to your liking, go ahead and click on it, and then if you want to play it click "Subscribe".
3. To play your maps, open Portal 2 and click the new option that should say something like "Community maps" on the main menu.

If you want to make a map, just click "Make chamber" or whatever like that it says down at the bottom of you Qeue.
