650–700 is about the maximum size any game in the late 90s could fit on a CD. Most of the games including Quake 1 - 3 were 4 times larger using tga and png images that were later significantly compressed into smaller jpg because of the liimited size of a CD. Newer games also use a lot of techniques to reuse the same content compiling and scripting light or color effects.

Wasn't this released in '98 and quite a bit smaller than most games released today and back then? I'm only basing that off the fact that Riven (released the same year) is over three GB which would be 6 times the size of this game, and every game released today is at least over 2 GB, so I'm just seeing a little flaw in the way you're thinking here.
