It's kind of a joke. Valve's sandbox experimental game. They do whatever the hell they want to with it and you take the good with the bad. At least they finally made a beta, so the terrible weapons aren't just directly inserted into the game. Updates of late have been mostly cosmetic and of relatively cheap and infuriating melee weapons.
