The actual fire rate for dual pistols is hard coded into the engine. If you were to download the Linux server and crack it open with a disassembler that could parse the debug symbols that were left behind, you could easily search for the method which returns the dual pistol fire rate, and you could see the hard-coded value. If you look at the confogl people who run high-tick server, you'll see they have a hack which hijacks the return value from the method so they can make it match what everyone expects it to be, instead of what it actually is.
