Yes, there hasn't been any updates for a long time. It's true that the devs aren't the best. But believe me the game is still alive, somehow people keep getting back. We still even have tournaments going.

Is it balanced? Let's just say every cards have their counters, but sometimes by putting in those counter cards could ruin your deck's synergy. Playing legendary cards doesn't mean a guaranteed win. Nothing is impossible to beat, it's even possible to get to S-Rank with starter deck, many players have done it. I think it's the same with any card games (or even any games), you have to learn the mechanics.

Matchmaking may seem a bit broken (ex: facing an experienced player in low rank), that's because every month everyone starts from the bottom again. it could also be veterans who came back to play after a few months so they had to start from low rank again.

The best thing about Duelyst actually is the community. Go to the forums and they will welcome you with open arms, some will even try to teach and practice with you. They are still loyal to the game and will keep it alive for as long as they can. The next best thing about Duelyst is that it's really free, meaning that you can get everything in the game without ever spending money, you just have to be patient with the grind. All I can say is give this game a try, learn the mechanics and weaknesses to each archetypes, enjoy the pixel art and have fun.

cant even play it cause you need 6gb ram, they need to optimize it
