1. Preheat the oven to 350°F (175°C). Grease and flour two 9-inch round cake pans or line them with parchment paper.
2. Mix dry ingredients: In a large bowl, whisk together the flour, cocoa powder, sugar, baking powder, baking soda, and salt.
3. Add wet ingredients: Add the eggs, milk, oil, and vanilla extract to the dry ingredients. Mix well until smooth and combined (you can use a hand mixer or whisk).
4. Add boiling water: Gradually pour in the boiling water, mixing until the batter becomes smooth. The batter will be thin—this is normal.
5. Bake: Pour the batter evenly into the prepared pans. Bake for 30–35 minutes, or until a toothpick inserted into the center of the cakes comes out clean.
6. Cool: Allow the cakes to cool in the pans for 10 minutes, then remove them from the pans and place them on a wire rack to cool completely.
7. Frost: Once the cakes are completely cool, frost with your favorite chocolate frosting.
