Honestly it is, and the co-op is even better then the base game it self, multiplayer is meh judging from who you actually play with. Since most players just spam a single unit

You might know this but im gonna tell you the top TW 5 in the community and my opinion and their reason. Number 1 Shogun 2 - in everyone opinion is the best and i agree, althought the map is bit messed up cav. units respond better and the combat is much better then any other TW.
2: ATTILA, althought its performance issues its honestly a wonderful game and i agree that units can be bit dodgy but the fact they made romans hard faction to play as. Making other play different much "easier" factions
3: nepoleon, Nepoleon is one of the old titles but it has confusing tech trees and such (kind off) but the combat is kinda decent and it mainly focuses on tactics since everyone has a bloody gun.
4: rome/rome II. Many might argue that rome 2 is the worst total war and i kinda agree but since its Emperor Edition a lot of the downsides were fixed, but rome is better then rome 2 vanilla vise but if you mod rome 2 its much better.
5: medevil. Just NO
