The list in in game (sorta)... first go through the residential buildings, then government buildings (everything but utilities is in these 2 menus)...then add heat, power, water, sewage and garbage. Lastly slap some monuments that you forgot and off you go.

Hi, do you know if there exists some spreadsheet/checklist for when one is building a new city somewhere? If not, you seem to be the person to create it. I always feel rapidly discouraged because of too much stuff one does not know. Or forgets. A checklist to help one going would be nice. Thx. And if not , sure thx for the videos!
