I feel a little akward making this review, Since at first, I really REALLY didn't like it.
But after getting a refund, repurchasing it, and giving it a second chance, I found myself enjoying it more than the first time.
Why?
Well while modding is a tad not impressive as of right now, I found a mod that made the game fun for me again.

The Better Item Rooms Mod by crazy_master.

While this mod may make the game "easier," I personally find it makes it way more fun.

Not to bring up Co-op is potentally being changed and the antibirth devs are also talking with Nicalis and Edmund to offically release Antibirth as part of an Afterbirth + Update, so these are also great reasons to have Afterbirth +

Eh, if you're new to RPG Maker, this is a good starting point. Nothing too crazy to overwelm you but eventing.
Lots of Eventing.

Ok, this is a great fighting game, has indepth tutorials and even teaches you how to use characters moves. Just... stay away from random online matches if you're a beginner at fighting games.

Short and simple, this game is an awesome classic Sonic game and the guy who ported it did a great job.
Now this version of the game essentially plays like mix between Sonic 1 & 2. And you get the choice of the two different soundtracks as well. This is by far the best version of Sonic CD. And it even includes an unlockable character.
