Definently recommend!! I've played the Crap out of this.. It's great by itself, with mods and with dlc. It is even better with Friends! Pick it up when it's on sale and Grab some DLC as well. Worth a play if you like Simulation games.

If you like Prison management and building, I recommend this game. Especuially with mods!!
If your able to snag some DLC's for Cheap on sale or other means, def do it! Makes the game much better!!

The Singleplayer is Where it's at. Some replayability. I despise the GTA Online crap. Stopped playing that years ago. I know they have the Enhanced edition out but, Still either 1 is worth a play.
