Fallout 4 deviates from the experience that Fallout 3 and New Vegas offers, and decides to explore a more casual experience, but seems to fail at it in all ways except story and plot. Somehow, it's also buggier than the Previous two games; I've ran into more problems here in the first 200 hours than all 1300 of my hours in Fallout New Vegas.

Overall, I recommend it because it's acceptable for a Fallout. Don't feel rushed to buy it as it's not really anything special. Wait for a sale and get it. I don't recommend buying creation club content, boycott it instead because it's annoying, and bloats the game with stuff you probably won't even buy.

GRAPHICS: It improves a reasonable amount over it's two predecessors adding rain occlusion, volumetric lighting, and more.

VISUAL DESIGN: It goes for a more cartoonish look and feel, but seems to abandon a lot of the good concepts from previous games such as the Deathclaw gauntlet becoming just a couple claws. It no longer feels realistic and gritty, but that wasn't their goal. Overall, it's made the graphics look worse than they could have.
The UI looks simpler but is harder to use. If you click Mods in game by accident, be prepared to wait 10 to 20 seconds and feel like ♥♥♥♥. Menus use an absolutely terrible mouse smoothing effect.

GAME DESIGN: The animations are an improvement over the past two games, but sadly in third person you lose precise control over your character and and melee is nothing compared to the previous 2 games. There are now animations for chem use and the pipboy is improved extensively.

Weapon degradation is gone but you can now mod your guns extensively.
Weapons don't have the same definable tier list as they used to, plasma weapons can be outmatched easily by laser weapons in most cases.
Shooting mechanics are amazing now, and combat is glorious but doesn't seem to have that heavy impact the previous 2 games had. Sound effects and explosions have become less impactful. Broken limbs automatically heal in less than a minute, and radiation takes away your maximum health.

The equipment and armor system has been improved a lot, and you can wear far more gear than the previous games allowed. Power armor is amazing and definitely the best part of Fallout 4. Actually it might be too amazing as it'll be all you use later in the game and it's UI overlay will surely get annoying with time.

NPC/Creature AI and pathing is still terrible, and you can easily defeat anybody that isn't using a gun. There's far more NPC and creature variety, though. Strangely, feral ghouls look terrible, but Bethesda also seems to have put the most work into them.

Character creation and development, such as skills and level up has been dumbed down, and changed extensively from the previous two games. Game progression also seems to be pretty ♥♥♥♥♥♥; you get power armor at the start of the game. All difficulty is in combat, which is full of bullet sponges.

Base Building is not optional, and is required to progress through the story and experience almost 1/3 of the game. It's not well made and requires mods to fix.

The game is mostly built around exploring and building your base. It's completely different from the gameplay in the previous two.

STORY, QUEST DESIGN, CHARACTERS:
Roleplaying has been ♥♥♥♥ on with your character's personality, voice, and story prior to the apocalypse pretty much decided for you instead of by you.

The previous two games were more player-driven plots, and Bethesda seems to be taking a completely story driven plot in Fallout 4. Writing quality and so on is much better but there isn't much new that's brought to the table.
Characters are very nice, but don't have the same comedic value as the previous games.
You're probably going to have fun with the story, maybe you'll have more fun than the previous two games but it won't stick with you and it's only good for one playthrough, maybe two.
Most sidequests are well made, and very different from eachother except for one thing: Radiant quests.
IF you go down the minutemen path, Preston Garvey, the memester himself, will banter endlessly on how you're not helping any settlements. In fact, you will likely come to the conclusion that it's a faction-wide conspiracy to waste your time and make you feel as if you have some sort of obligation to the game.
The other main factions have their own radiant quests but they're not as intrusive or ♥♥♥♥♥♥ than Preston Garvey's.

All in all Bethesda wants to tell you a story here, and not let you create your own as the previous games have.(Even Fallout 3 to an extent.)

THE MOST IMPORTANT PART: MODDING
There's effectively no limit to how much you can screw your game up now, because it's 64bit but that doesn't mean it's any easier to mod. Actually, the game seems to hate mods. Almost any mod you add can ♥♥♥♥ the game up and cause problems that you never could have expected.

Creation club, AKA Microtransactions is all ♥♥♥♥♥♥ up. We're now getting updates to add content into the game that you have to pay for, and it breaks the script extender and many more mods. You pretty much have to wait a few days for the script extender to be updated after each game update.(that you'll probably get nothing out of unless you want to spend some hard earned cash.)
The mods here are far better than the ones we're used to, though. But I've seen a few that have made me lose all hope for humanity... If just for a second.

It wasn't that fun. But maybe It's because I don't feel like doing anything anymore. I can run Black Ops 2 at 45 FPS on the highest settings. I can run Black Ops 3 at the lowest settings at 30 fps with random second long freezes. This game is unoptimized like AW and Ghosts.

I'm sure they'll fix some of the optimization problems, though.

Force your team members to worship ye or you'll ♥♥♥♥♥♥♥ kill them.
Try to make a map and give up because you overestimated your creativity and patience.
Get a camera, film yourself sacrificing an animal, and send it to the developers saying "Hurry up on Murder Miners X or I'll sacrifice another animal to the Dark Lord Satan."

The only downsides I've had so far is bad Zombie AI, and buggy multiplayer joining including but not limited to: Unable to play once joined in a game, screens going black when joining into a game (the UI is there, still), players getting stuck in a map after the game has already ended and persists even when the map is changed(Unable to be kicked soemtimes, either.), Players leaving the game yet the game believes they're there still, booting them works but takes a couple minutes for the boot to take effect I believe, and more. One downside that I've expierienced even as host was my chatbox going "back in time" and showing what has been said minutes ago, this also removes your ability to talk in chat for some reason, or atleast I haven't been able to get anyone to jump when I said "Jump if you can see me saying this in chat". Kicking someone isn't effective because the person you kicked can still join back(that doesn't matter though because you're usually kicked for no reason).

This is a downside but not to the game itself: If you're good at this game prepare to be kicked a LOT and accused of hacking. People seem to be unable to control their anger and kick almost anyone who's better than them.

Besides those negatives and load of bugs, it's really fun and you may think that it's just Minecraft + Halo but it's not, it's Ninja + Minecraft + Halo. You can dash around like a monkey, wall jump, and ram your enemies!

This isn't really that bad. On the plus side, I made more money than I spent with the trading cards.
