So, I also did not receive the pack after purchasing it. It's not steam's fault, it's Rockstar's. I've contacted their Support, this is the reply i got:

Thank you for contacting Rockstar Support.

We understand that you have not received the contents for purchasing the Criminal Enterprise Starter Pack or GTA$ from the Shark Cards on your account.

We request you to wait for 24 - 48 hours in order for the contents and GTA$ to be available on your account.

If you don’t receive the GTA$ after waiting for this time to pass, please reply to this ticket we will look into it.
