@Indo Rex Thats because there has always been a ping issue in PS2 where on your screen you sneak up on them unloading a full mag into their back but they insta turn and insta kill you. On their screen they seen you first and was already shooting you as you're sneaking up on them. This is also why you die in cover even tho their shots keep hitting you and sometimes the game does not register your movements on queue so your body may linger out in the open longer because this game and many others has ping issues so whoever lives closer to the hub server will be the winner unless they are really bad.
Some situations happen more often than others, though.
the default guns are some of the best in the game (especially the Gauss Shaw, it is in-arguably the strongest gun in the game) however some of the default guns have mediocre handling, meaning inexperienced players struggle to control the recoil, for example the default TR Heavies gun is a really good gun, however its recoil and handling is pretty poor, making it garbage in the hands of anyone who cant control it.

nearly every gun in PS2 deals double damage on headshot, with some dealing 1.5x and a few like the LA Rocklets having no headshot bonus.
if you shot him with 7-10 shots and didn't kill him then you probably didn't get a single headshot.
the massive headshot damage bonus is why PS2 feels like PTW, but in reality (especially with infantry, less so with vehicles but even then the default basilisk is one of the best guns in the game, just doesn't shine against armour like some of the others) if you are a 'noob' and people are killing you twice as fast as you kill them, its because they are shooting you in the head, you know the part with your nanite made brain and the most important thing to not get 5 bullets lodged in.
