I have to admit: I've never got it to work properly. After hours and hours spent changing and adding settings and files, restarting the server and even playing with friends - I only got to find out: Sometimes it works, and sometimes it doesn't. The workshop items themselves are always activated serverside - the console says - but rarely queue up for clientside download/activation. I really don't know why this irregularity happens but I also couldn't find any answer online.
If you want I can send you my config files privately, and maybe you're able to find an answer.
I really wish for it.

I've now set up the server anew with only non-legacy mods being installed. All 15 are successfully located in the steamapps\workshop\content\222880. Still, there's not a single sign of any clientside download upon starting the server, changing level or joining - Neither serverside nor clientside. What could be missing? Isn't "sv_pure 0", "sv_workshop_enabled 1", "sv_allowdownload 1", "sv_workshop_list_file "subscribed_file_ids.txt"" and the "subscribed_file_ids.txt" enough? Is it missing the authentication?

do you remember this? how did you get your mods to work? Mine show that they're installed on the console when im in game on my server. But not actually showing up.
