3) Does the Middleman hold onto the money for a paypal transaction?
The Middleman does hold onto any money at any time of the transaction unless it is a Moneygram transaction. Holding the money in a transaction puts the Middleman at risk of liability if the buyer chooses to reverse or dispute a payment, so this is common practice, and definitely safe for the Middleman.
