well after 3 hours of testing, updating windows, uninstalling and clean installing drivers, talking with nvidia support, and tons of google searches. I concluded on the gpu usage drop and fps drop were happening exactly one minute apart and not only that they were happening exactly 1 second after a new minute. for example one would happen at 10:00:01 and the next would happen at 10:01:01. From this I concluded that there must be a reason this is happening exactly 1 second after every minute. I then thought of everything that runs on a timer on my pc. I then noticed my background change and realized thats on a timer but thought surely its not that. But for science i tested it and set my desktop background to a still image instead of a slideshow. That fixed my problem. For 6 months I've had constant fps drops exactly a minute apart with no explanation or solution on google or nvidia. Windows 10 desktop slideshow was the problem. I'll kill myself
