I looked on Gamespot about Halo 5 and this was all I could find in the news about Halo 5 and what is going on with the PC stuff. Not that the whole game is going free to play for PC but that the forge builder for Halo 5 along with the Halo news app are free in the Microsoft store, but will need to anniversary update to be ran.
