Fallout 4 feels 'fresh'. That's the only word I got for it. Though the RPG elements have been extremely watered down (as there are some assets for quests that aren't even in the game), and the dialogue options are sorta weird now, the game's still good. I mean, it didn't get me as hooked as Fallout 3, but it's better than Fallout New Vegas (I know that a load of people are going to hate me for saying that, but I just didn't like it).
