Played this ages ago on an old laptop, bought it here on Steam to replay it now. It can feel a bit repetitive after a while, but it's a good fun challenge.

There's a bit of story in the story mode, basically a pane of text before each level that more or less weaves along as you play. The Conquest and Spec Ops modes are more maps to play with no story but a bit higher difficulty.

The core of the game is your city on a map with several "emitters" where Creeper is made. As the creeper builds up, it spreads across the terrain of the map. It takes into account different elevations, building up behind walls and filling pits and low laying areas. Your mission is to build out a network of energy collectors, relays and weapons to destroy the Creeper. Energy is sent to the weapons along the network you build and the Creeper will destroy any part it touches. Your goal is to connect the network from your city to the 3 or 4 totems on the map, which will allow your city to teleport away.

I have about 20 hours in to do all the missions successfully with having played them years ago. This doesn't count "double down" mode or any custom maps that provide more variety.

For $5 (less when on sale), I definitely recommend Creeper World.
