This feels like it was made by a different team who tried to make a new game from scratch based on a description of the previous games.

Some impressions:

• The driving and vehicle physics are subpar and frustrating.
  
• The shooting is clunky and underwhelming, and the weapons options feel more limited than ever.
  
• Physics and destructibility in general feel dialed back, with obtusely complex tether mechanics taking center stage.
  
• Graphically unappealing with dated UI. Control prompts are present on screen depending on the situation, but some actions and button prompts don't always show
  
• Writing and dialogue in past games was eye-rolling, sigh-inducing, B-movie cheese, in a "so bad it's good" kind of way.
• Somehow they've managed to rob this game of even that slightly redeeming feature

If you liked JC2 or JC3 at all, you may not have a good time here
