As I have played both Phantom Doctrine and XCOM2 for a long time, both games are fun to play with their unique tastes. These sections tell you about differences of XCOM and Phantom Doctrine in some of technical terms in the first part (For details) and a briefed-summary including a few my opinions in the second part (For a quick decision, so you can skip the first part to not be bored :P)

In XCOM, you will train and upgrade your troops to fight aliens. Its unique is a random-chance shooting method (AKA: Suffering Hit Chance) to hit your targets. However, there is no random-chance shooting in Phantom Doctrine to do damage and use a minimum or maximum damage depending on dodging, target distance, cover and firing methods. Besides, this game focused on situations rather than given missions. You could repeat a failed mission again in a given time. About training and upgrading troops, there is a lot of classes with specialties for your soldiers to tune-up your tactics in XCOM. In contrast, Phantom Doctrine offered abilities to your shadow agents (spies if you preferred even though their actions might not be :D) for refining your strategy. You might ask what the fun will be if there is no random hit chance? Guess what, there is random suffering for you but not from the actions. It is a situation that will torment your mind instead of a hit chance. You will experience a happy-lucky day turning into a nightmare (with a bit of warning XD). Although there are some flaws in this game (i.e. broken windows), it is still balanced the difficulty of playing the game (not too hard or too easy). If you would like to get some advice or try to explore a new game experience (modding), there is a game community in Discord server (Link: https://discord.gg/cfg). To summarize things up, what you will against in Phantom Doctrine is SITUATIONS, unlike XCOM that you play against MISSIONS. It is a big difference in the tasting experience. In XCOM, it is a play with a mission to other missions. You will proceed based on a mission briefing that you will get. However, story events will be random in Phantom Doctrine. You will not know which person's background will be like, or who is your allies or hostiles from the beginning until the time comes (Your choice will be involved :D ). Concretely, you may be a story writer in XCOM since you could choose the mission that suits your current situation but not in Phantom Doctrine. The game is a story writer and you have to be careful about your decisions. As I mentioned in the beginning, both games have their own tastes but fun to play. So lets your taste help you decide with this information if you want to play this game.
