2023 Update: So I have been fooling around with this game a lot and I am happy to say it has just gotten better and better. There are quarks in the game engine, but don't be afraid to buy this if you are anticipating C:S2. C:S has a big modding community. C:S2 is also a few weeks away. It took years to find some mods in the community, and different people design their cities differently. I have made a city and got so addicted to the road planning tools that the game overflowed and wouldn't let me build more nodes. I recommend playing with game anarchy and toll price increaser mod as well as TM:PE and BadPeanut's roads. I like the DLCs for small things but you may need to get a few to get all you want. I originally got the standard edition of this game for $7 USD and then made a refund and purchased the deluxe edition of this game for $5 USD on a deep sale. It has an aging engine. You do not need the deluxe edition unless you want to build a few monuments and get a soundtrack. Also check out custom radio.
