If you're looking to play Multiplayer, I recommend setting your download location in your Steam settings to UK - London since that is the only fix I was ever able to find to get into games easier.

As for single player, the AI are very unforgiving on Hard or Very Hard, make sure you are an incredible driver before setting the AI on those difficulties...
