It's lacking technically but the story and the atmosphere it creates makes up for that.
If you want some engaging and revolutionary turn-based combat then I wouldn't recommend.
However, if you are looking for some slavic/dark/occultist type of story, the game will definitely entertain you.

It's a crime not to play it

When you hear "You have 1 day to meet the quota" and you are far from meeting it... Damn, it makes you do things you would never expect.

Ok, here's the thing. I supported the game for a long time and experienced some great moments in it, loved playing it and loved the concept. Sadly, I have to say that every update is worse than the previous one, especially what they did with Marianne. They totally ruined the game without listening to their community and it really deserves the dying state it is in right now... I'm really sorry to say that but it's a waste of time.

Probably my favourite Total War along with the Warhammer Trilogy.
Art is mesmerazing and I always liked the newly introduced systems: dueling system, new diplomacy options such as creating coalitions and extensive spy mechanics, it's quite unique.
The only downside is the stability of the game. It really likes to crash, lag or get out of sync (especially in multiplayer). Nevertheless, it's definitely worth a try if you like strategy games.
